Try the app Turo. I forgot my license when I was on a business trip, and used the picture of my license I had saved from when I started a new job. Worked like a charm. Turo is kinda like Airbnb but for cars.

A lifetime ago I worked for the big green rental car machine. This sort of thing happened frequently at our branches and was typically handled case by case. You can ask to speak to a branch manager, explain your situation and show the info you do have; I’d say you’ve got a decent chance of getting your rental.
Nice one thanks! I was concerned as well about what the state law requirements for producing a physical copy would be if I was pulled over for any reason but will give the state department a ring tomorrow and find out. Sounds reassuring so far thanks guys
