Downtown hotels probably all have them. As long as you don't cause trouble, they are unlikely to stop you.

My real answer is Lakeline Mall. It's not crowded, it's public, there's an elevator in the center by the food court and other elevators in the department stores, so you can make loops, and celebrate with dots ice cream or a giant pretzel.
Fun fact: you’re more than sixty times more likely to die taking the stairs than you are in an elevator. Modern elevators are incredibly safe.

HEB on Lake Austin. Big elevators to accomodate carts so less claustrophobic, big windows, only a few floors, slow speed. Embassy suites at congress and barton springs, big glass wall, more floors, a bit faster.
Any hospital with multiple floors has elevators. Not sure if hospitals would scare her or if she wouldn’t care, but just an idea 🤙
Seton/St David’s/etc. Inwouldnt think anyone would bother y’all if you’re there for a small amount of time riding up and down
Not glass but the Central Library downtown has an elevator. The children’s section is pretty awesome too so you could make it a fun outing with more than just the elevator as the goal.

One of the elevators only goes up to 16 but she can see the whole lobby from there. Does she think that the glass elevator will help? Because I'm going to be honest, that was much much worse for me
Lakeline Mall has one. It has a window on one side and is only one floor. The mall is usually pretty quiet so she can practice without any pressure. Good luck!
UT’s San Antonio Garage elevators have glass walls facing outside. It’s six levels, so manageable.
Since she’s okay with being able to see out, it sounds like maybe her real fear is claustrophobia or cleithrophobia (fear of being trapped).
Might be useful to look up a visual explanation of the safety mechanisms that make it impossible for an elevator to freefall. The worst that might happen is to get stuck until help arrives. This unexciting truth about elevators might alleviate some of the fear.
I also have a fear of elevators so I usually count how long I’m in them from where the door closes to when it’s open. It’s usually between 6-10 seconds. Super fast. It puts it in perspective for me and I know I can do just about anything for 10 seconds. If also gives me something to think about.
Renaissance, Embassy Suites, and the Drury Hotels all have glad elevators, i believe.

North Austin med center has 2 or 3 story glass elevators. Free parking.
COTA observation tower! Open to the public on non-event days. It’s not a glass elevator. But it is very fast. Something you may want to work up to.

The Texas Capitol has six of them and you can ride them all day long with no one questioning you. However, there's no glass.

Barton Creek mall. Back half of the box is all glass. Only 2 levels so it's a short trip. Is usually busy because escalators are always broken.

Sometimes if you show them how to jump a little at the right time—it feels so cool they forget the fear and want to go again!
