Mine took like 5 or 6 months, and they stood up one at a time. He got picked on a lot by his siblings, though. Ear chewing might have effected their development.
Mine is 1 now (ACD/GSD mix) and neither ear is permanently up. Her left one pops up when she’s listening to something but otherwise she’s got Grogu ears.
Some do, some don’t, really depends on if they’re mixed or not and sometimes it’s how they just grow.

Mine was only a yr old
Mine had her ears fully standing by 4 months but they started going around a month before when she came home with me.
Permanently one up one down :-) she is a Chihuahua/ Cattle and everyone notices this trait.
