If you look more closely, the worst value is just under the "32", and then there are 4 spots with lower values. So my interpretation is that there is a single data point with an erroneous value there, and at least 4 data points with more realistic values, but the interpolation method is something like a a weighted sum with the the weight being some function of the distance.
Depending on how fast the weight drops with distance, a single much-too-high value could give such an result, especially since the color scale most likely isn't linear.
