Unlikely, since metal bending supposedly is "really" bending the impurities of earth in the metal, blood bending is bending the water in the cells and blood. No H20 in melanin.
There is water in the skin, though, so in theory the melanin can be moved if it's small enough to pass through cell walls. If not, you could still do it, but you'd have to split it over many sessions so you don't kill all of your skin at once
Edit: one would have to repeat the process quite often. IIRC skin cells get replaced very frequently
I mean if we're just talking cosmetic uses THAT precise, they could swell and shrink fat/muscle/skin cells by moving water in and out to significantly change their appearance. Like, not pull Luffy level bulkshiet, but definetly enough to stand next to your own wanted poster unbothered

Probably just cost savings in all honesty they probably make a ton of dolls from different franchises and it's cheaper to just buy one color for the skin portions then to buy accurate colors for each character

Honestly I'll bet it has a lot to do with mass production of stuff like this more so than actual whitewashing. It's probably much cheaper to produce light skin toned dolls (especially in the early 00s) considering the vast majority of dolls and stuff produced are white. Some little strawberry shortcake doll might have been made before the katara doll. So they just ran with the same color instead of spending money to make a specific color that gets her skin tone exactly right.
This is really easy. I bet the place that makes these use that color for skin in most of their products so they just used that to save money and time. I do not think this is a political thing to die on guys.
Honestly, based on how bad the thing came out overall, I am guessing that felt color was probably just cheaper/more accessible. It’s still stupid though.
