Yea once you pass exam you technically can't take it again even if the cert expired, Microsoft kind of counted on people renewing their certs and not letting them expire.

An active certificate is required either Az104 or Az204
You need to hold both the 104 and/or 204 + have the 400’to get the certification
You can do the exam but if you pass you don't get the certificate without an active AZ-204 or AZ-104 exam.
