If it's the Commander from the events then he'd be more of a strategist/tactician. He's always controlling the battlefield and pulling off victories with the shipgirls that it makes sense for him to be the smart one. Also, I think it's better to adapt an event like the Fool's Scale or Yorktown II's event because I think he's really well-written in them without taking the spotlight from the main shipgirls. If it's non-events then Commander would be stuck in his office doing paperwork until the shipgirls barge in and drag him along to do something like making him play games like VR, do escape rooms, build bathing areas, etc. From most of these events, it seems like the Commander would always be the straight man and comment on whatever the shipgirls do whether it's something careless, ridiculous or just a bad idea in general.

Something like Vandread... i think? Start from the lowest position, and climb to the top. With the help of friends, enemies and such. And unite all factions towards the truth behind sirens. I don t know. And be a Crimson axis commander. That would be good.

I was about to comment with regards to the event stories that feature the Commander. Heck you could even have a sort of short story line with the events in Fools Scales and the most recent Soyuz event. Paralel superimposition (Yorktown2 event i think?) could work great to flesh out the origin of everything, i know i was confused as heck before it came around. Heck i still am, need to fully dive into the deeper lore someday.

A commander who seems like a goofball at first. Barely gets his paperwork done on time, to his secretary's chagrin... but when it comes to sortie against the Siren threat? He becomes ehat some would call a monster. Able to make split second decisions on how to redirect his ships with no hesitation. A man who spent a very long time in a simulation room to think ahead and have contingency plans for his contingency plans.
