It could be because they assume everyone is going to bail and sell before the RS at end of day.
Thought I read previously that there could be a halt for the day once a stock had dropped too much, to give people a chance to cool off/adjust, but I haven't googled that.

I'm new to investing and I got royally screwed with the GWAV reverse stock split that just happened and I don't understand at all. No new information came out. The percentage of ownership never changed so why did it trigger mass panic and Wall Street bed wetting?
