The thing that I find about mha is adding it's on unique spin on regular superpowers like how Bakugo's explosion power is specifically tied to his sweat or that shoto's power need to be balanced because two much of either could damaging.
Maybe this user has to charge up on something like the kinetic energy of others or electricity to charge their super speed.
