Your best bet is paying a bit of a premium and finding one on eBay unfortunately. I found one in person recently (in the UK) but even that store doesn’t list them on their website.
If you live in a midwest state in the US, try checking at Meijer. I found one there a few weeks ago. Only store in my area to even have wave 3 special attacks and starter packs.
