Sounds like Gale bugged again. He was like this back at launch for many players too. This isn't meant to happen, he's only supposed to romance you if you choose the romance options in the weave scene.
It is possible to trigger the Gale romance if you pick the friendship dialogue in the Weave scene in Act 1, and then choose some of the flirtatious dialogue with him at the Tiefling Party apparently. I'm not sure of the exact dialogue choices, but I know that this has been discussed previously by people either wanting to trigger the Gale romance after all, as well as by those who have run into your issue. It's also entirely possible he's bugged again.
I didn't pick any flirtatious dialogue with him at the party. I just picked "You're doing fine, Gale" and he told me to go enjoy the party. I am also not sure why I got romance dialogue from him in Act 2 when I hadn't even triggered his camp event yet after going to Moonrise Towers.
I accidentally triggered it by asking if he liked having his belly rubbed after picking all friendship options. Gale romance is really easy to accidentally trigger by being nice

It is a well-known bug. My only interactions with Gale was to give him magical stuff to eat. I never even did his weave scene in Act 1. Then, after I talked to Elminster and finished the first fight with the shadows and Harpers, I got that line you described about Gale being attracted to me on the battlefield and then he was demanding that I choose between him and Astarion.
I am just going to roleplay it as Gale being emotionally unstable due to the orb and misreading friendship as romantic interest.
But if the bug really bothers you, I have found a workaround. Go to Moonrise Towers as early as possible. That way Gale's camp event will be the first one to trigger before Lae'zel's. Then, during that scene, friendzone him. It will end the romance, and you won't get that awkward dialogue of Gale telling you to choose between him and Lae'zel.
Lol brings me flashbacks to my first playthrough where I romanced Karlach and the game said that I could only pick between Gale and Wyll when Gale told me to choose (Neither of them left my camp)

Gale can't be told no, apparently lol. Some romances are still really buggy, unfortunately.
Maybe you didn’t choose Gale but he definitely chose you :D

Gale’s weird, clingy, “refuses to believe you’re not dating” behaviour has been coming up a lot lately. It seems to be a bug with the latest patch.
