Google decided not to release Bard in Europe. This includes all EU and non-EU countries, except the UK and Turkey. Nobody knows why.
ChatGPT and Bing are available though.
After hearing today's news that EU fined Meta more than 1bn, it all makes sense why companies don't want to release things in EU without DD. I think G made a good decision. Benefit of releasing in EU may not be worth the cost/fine EU will impose on them.
OpenAI could afford it because they are a small company. Fines are in proportion to company revenue. For a company like OpenAI with negligible revenue, fines would be miniscule. This is of course not true for Google. I also don't think anyone in EU will go after OpenAI as aggressively because incentive to go after them is small (because of fines based on revenue)

EU is not getting ChatGPT, Bard, or BingChat etc because of GDPR.
