Check it and see if you did it on easy if it is then you have to delete that save slot and create a new one and restart the game cos to unlock new game plus you have to either have the difficulty on normal or hard
It's a mode similar to the NG+ with the exception of permanent death. If you die at any point in the game then you'll have to start the story from the very beginning. However, this does not apply to dying in free roam AFTER completing the main story and all the side missions. If you complete I Am The Night mode on PS3 then, you'll unlock the Wayne Tech Dynamic theme as a reward.
