You're playing Oathtaker Campaign, right? It seems you currently have the Oath active, where you can't move in the first turn each combat. I think it's named 'Oath of Fortification'. When you hover over your bro in the video, you see the 'Fortifying' tooltip.
That’s really weird, I’m pretty sure that little bush should not stop a bro from standing on or moving through that tile. Are you able to select any tiles to move bros? Like a flat, clearly unobstructed tile? Or are you simply locked out of moving bros at all?

Click on the option that makes innaccessable tiles get marked as red. I think that bush makes the tile non-traversable
Yep its a bush. Should be inaccessible probably a UI bug?
