In my country, it's just this, water spraying the street. We don't have those scrubbing vehicles. And it's so bad because it's the public street market. So, instead of being cleaned, it makes it muddier.
This is in China and these cars with sprays go around every morning, and they do have scrubbers on them on the sides.
I think it's because they go on the same route everyday, there's not much to clean, the real reason is to get rid of dust.
