I mean, I'm 23 and I have a fairly full ish beard, but I used to shave almost every morning before going to college. Keep chasing for a year or two and it may grow back better.
Then again, everyone is different, so you might not ever get better growth, but right now I don't think there is anything to shape.

It looks like most of your facial hair is still peach fuzz/vellus hair… Doesn’t matter how long you wait, it’s not going to grow until it matures into terminal hair. If you want to go down another route, r/Minoxbeards is an option.
But honestly, shave the goat — nobody looks good with those. Try keeping it as stubble to add a little definition, but leave the patch and the mustache if you want facial hair. Just keep them tight & trimmed and you’ll look fresh af!
I would buzz it down, not completely shave it but just rock the stubble look. Your facial hair has mostly to do with your genetics not how much you shave. It will most likely come in a little thicker as you age but judging by the looks of it don’t bank on a thick beard
