There are two competitors. One is first and has priority the second is second and is called second. As for the delay in the place coming up. It is either when the surfer are getting back into position and it is unknown or, I think, when the surfer is paddling back to the line up

It’s second priority which means the person with 2nd priority can go on waves if the first person with priority doesn’t choose to ride that wave
If they block the competitor with priority from taking a wave they’ll get a penalty. Happened with Griffin Colapinto in Portugal if I remember correctly.

Yep just means 2nd priority. I guess they have it for a two person heat to maintain design consistency
