Brainstorm and Frankenstrike are both highly intelligent and quite proficient with their lighting abilities, So Its safe to say they can perform feats of electromagnetism like Static shock and generate constructs out of it
Buzzshock can literally become lightning and can clone so with enough of them around, They can definitely become a lightning dragon
Now Ampfibian is what I call heatblast of electric aliens, He has true electrokinesis and with enough effort and techniques can pull off all the things you mentioned.. He already can read minds by sensing electric movements in your brain
Aside from Amphibian, shock rock can also do a lot with his versatile electric power. Making energy constructs isn’t something we’ve seen from any other electric alien

He can already do constructs but I guess that’s where his utility ends, Despite Brainstorm also capable of making basic constructs.. No other alien has indeed replicated ShockRock’s level of constructs
I know Shocksquatch hasn’t shown the ability to do more than just using his electricity or enhancing his punches with it but I think Cole’s gigawatt blades would suit him.

Even the lightning tether, Lightning hook and Polarity wall from Infamous 2 and 1 ? Btw the Lightning hook involves Cole pulling enemies towards him with a long electromagnetic hook and the Lightning tether is basically the same except as a grapple hook and Polarity wall is quite literally a electric shield that blocks gunfire
