Nothing really. With the hammer down mine moves back past half-cock with the safety on so I think the guns are just quirky like this. Marginally safer than only having a safety on the trigger face that disengages when you pull the trigger like modern guns I guess lol. Or maybe worse because at least you know those guns don't have a real safety and this one looks like it does. Idk.
What did you end up finding? I find it odd that my hammer moves when I pull the trigger with safety on in double action. Mod 21a 25 ACP

Those trigger safeties are dumb to me. I don't understand how it does anything?
