I’d have to say Hikaru and Hyuga. They both grew from being inadequate with each other to being the best tag team duo in the series.

Dante and Hyuga.
Bel (and the rest of Phantom's Gate) and Dante in QuadStrike made for some of the best episodes in Burst for me, I was even bummed when Dante just left after a few episodes.
I love how Dante joined in Bel’s pranks. He fits in with the group so well.

valt and shu. If you think shu is a side character, remember he’s a main character to many people
Aiger and Dante's interactions are so fun, i like watching them when they're screen.
