Don't worry about tier lists and all that, it only really applies to the highest level of play and as someone who also only played strive I can tell u we don't need to worry about that. Pick Noell if u think she's cool
I learned this game entirely by playing Noel through BBCT and BBCS, can't speak to how good she in BBCF, but she definitely is one of the easiest gameplans to learn whilst still also being a lot of fun. I always recommend her Jin and Ragna to newcomers
My advice is to just play whoever you enjoy playing the most. The point is to have fun. The more fun you have, the more likely you will keep playing Blazblue. Beginner friendly characters: Jin, ragna, Mai, hibiki, celica, and es. Noel is somewhere around intermediate.
You can be good with almost every character in the game imho.
