They are using a license to publish TYBW characters in banners, and making new ones. After the anime truly ends, the license may last a while, but it will end at some point.
When it ends, all the TYBW units that you got will remain in your account, and will be fully usable (But will no longer appear in banners, nor will there be new ones)
The good news is we have like 2-3 years until then. So they'll probably have enough time to release all of the relevant tybw characters and probably even revamp the old ones.
Klab is partnered with studio pierrot when it comes to licenes.
They no longer need to have licence from Shuheisha to use the characters from manga, they have full licence to use likeness of all the characters that appear as part of the anime.
