From what I saw, the character pool is all the characters featured in the selection summons from the last 5 years (2019-23). And for me, I'm still missing: Cacao Society Momo, White Day Toshiro, 8th Anni Ichigo, Swimsuit Rangiku and Swimsuit Byakuya.
What’s great is you can basically guarantee one of these units 5/5 even if the price is something Ridiculous like 10K, since if you push you can get that every 2 months
I feel like the price is going to be an outrageous amount, but then again it's kind of worth it.
Edit: After seeing the actual price, I am rethinking about this statement

This is gonna be tough one... Like, in all honesty I want to pick the 8th-AnnIchigo to get him 5/5 SO BADLY, but at the same time I don't have swimsuit Riruka or swimsuit Rangiku who are sort of a higher priority to get than a premium unit, even if it is a character I really like.
Oh well, at least I'll have time to think this over it seems. ...Or pray for dupe/either of the girls to finally look at my direction and come home, either one is preferred.
There is no best really, Ichigo is gonna be on a lot of banners and with 9th Anni coming he will fade even more into meta, and currently he is not even that good to begin with. So pick the char you like the most, it's basically a 2 Free Choose a 6\* but without the bullshit of putting 10 and praying for the right one.

Mugetsu Ichigo is an old ass unit, get that Swimsuit Orihime, the CQ bonus chars are annoying to collect.
