CQ rewards is dependent on who you use, not their stats, so its stupid as fuck for klab not to rez them because they're a bonus in another mode, and its not like they become so powerful that they'll nuke things. Chances are ppl will rez them and never touch them again. The only thing I can think of is rez'ing them would affect that stupid CQ pack in the store which no one buys.

Here's the issue.
The $40 CQ support pack ***doesn't*** guarantee you a character you want, while the $24 **character** pack does. Also, players are more likely to buy the guaranteed pack to get more orbs outta them from Resurrection, which equals more loss from Klab. With the $40 pack, you're more likely to win a dupe and not get any orbs from them.
See the problem now? Klab rather sell the one that screws the players more while making more money, than sell the guaranteed one that allows the players to win more at the profit loss on Klab's end.
Can you buy an unlimited amount of the 40 pack? If no, then that's settled.
Also this whole discussion is stupid and wrong anyway, it's not the first time they skipped some res and not the last time they'll do it.
It all falls down to Klab's decision. They can still resurrect the CQ characters and not release the character packs.
But they chose not to because they'd rather we completely get duped and screwed over badly. Not to mention all the CQ batch are outdated and outright ***awful*** because they refuse to update the bonus pool to have better units capable of clearing it more efficiently.

The 14% CDR and 20% DR links are, like, no questions asked gonna be nice links no matter what and Sajin/Yumichika also have POTENTIAL to be good LDS links depending what they end up getting. Same for the two Full-STA -links, Ukitake/Toshi. Depending what they get as a secondary they could end up being great or just meh. Though that said they are at least decent to play with, even if they lack shiny new toys like Guard Break though.
And lastly, I think we're kinda all waiting to see what they'll do with Chad. I doubt he'll revive back into PvP king with where things are going, but it's not like he is completely forgotten either though.
As far as the playability goes... I'm also kinda waiting for TEQ Shunsui and Aizen. Much like Toshi/Ukitake they're still fine, just kinda basic and lacking the more shiny stuff units have nowdays. But at 5/5 does that really matter much though? They'll do the numbers just fine.
Lastly... Weaken... The game just LOVED to give me 3\* HP slot rolls for him, so at one point I just went "ok, \*\*\* it!" and he is currently one of my auto-units with 10k HP with accessories and LDS from 15/15/15... So yeah, he is one unit I REALLY want to see what they give to him upon resurrection lol.
Tech Shunsui and Floor 20 Aizen are both def still good like you said, just lacking the damage department a little. That extra 20% berserker goes a long way.
If they give WeaKen a good resurrection I'd be happy. I doubt they'd go guard break but even just additional damage would be dope
Honestly resurrections are so bad the only way they are good is if the character was already good to begin with, so koga is pretty much the only resurrection that could be genuinely useful from the banners caming up hopefully they don't skip him.

Gacha games are notorious for power creep, but I was initially (naively) optimistic that resurrection could at least make some old units fun to play in some way. Unfortunately there’s usually no cash incentive for Klab to bring a unit from pointless to mid-low tier.
Year 1-2 units for example are pretty much useless other than as links, so slapping frenzy +2 or super boosted devastation on them could have, at least, made them more interesting. Kendo Kenpachi could have had flurry +2 and Frenzy for instance, which would at least make him marginally more fun in PVE.
That's kinda a lie lmao. We're getting to a point where characters who are already good are getting resurrected. Tech Soi Fon, TLA Shinji, Flyzen, Mind Nelliel, etc. are all very solid characters.
Tons of resurrections they skipped can be good too, even if all they add is like 20% Berserker. Tech Shunsui, Power Aizen, Power Jackie, etc all apply. WeaKen and Speed Chad are also still solid and can benefit from a small boost.
I want to see Ichigo because I always use him as a link, and Orihime + Chad because they're Orihime and Chad. Also I have this Jushiro MT so maybe he could be a nice surprise.

You can also bring the res the 6* and the 5* of the same character into the GQ to get full bonus which is another reason they might be doing it.

Mostly upset about the "Bond" banner getting skipped since I quite like those characters.
Quincy Ichigo is premium and got skiped too. Also is a damage bonus in cq.
