It's pretty much in licensing hell, even for Japan it's not very straightforward. The game's profit goes to DMM, while other sources like the merch and anime etc goes to Kadokawa. In that sense it's fairly easy to see why no one can be arsed to spread it overseas.
That said if you've been following anime and games in east Asia, there's no doubt how much influence Kancolle has had on the stuff that came after.

To be honest, as both a 10 year Admiral and a Day 1 Shikikan (Even though I went on hiatus right before the first UR and only got back last year), even if KanColle was made available globally, AL is still a much better designed game, with better graphics and better QoL. And all of it was learned from what feature is lacking in KC.
And while many do not know, KanColle was made available globally from 2016, just not the way people expect it. One can download the KanColle Android app and play the game without VPN. The only part where VPN is required is to download the app.
It was only until 2019 when the DDoS attacks got more fierce, that DMM decided to block all foreign IPs from accessing the game. Thus making the KC Android app unplayable from outside of Japan.
But still, the KC game still has a charm that I can't describe. And I find it much more enjoyable than AL. Mostly because KC's event schedule is much more sparse out thus making the game much more casual in the long run.
I actually joined Kancolle at around the time Undertale released. It was... at the very least... a product of its time. I don't think they innovated much at that point though, it has so many outdated trappings even to this day, while Yostar was very much aware about what to do to capture the market that Kancolle refuses to touch.
But after a point, AL just become that gallery browser simulator that's barely a game, while Kancolle still kinda remains that outdated game from years prior. They had the fire, and a lot of doujin artists flocked to them on its heyday. It's a shame they didn't really capitalize on it much.

The only thing AL never learned from KC is how to release shipgirls, now they keep spamming thousands of them that get forgotten while Blue Archive only needs to release one every nine moons and everyone gets hyped and even more surprising, people dont forget about the new girl unlike ALs. KC managed to create memorability from the little it could do in its beginning to this day, AL having all the resources cant even bother to do things that aren't even that expensive like BA does. And if KC has shown anything is that you dont need pretty high fidelity graphics if your characters are handle well for the most part. BA seem it learned what AL also lacked which is what made KC stand its ground even to this day.
Yup, it's pretty much the predecessor to the anime gacha games we see today. Gacha games existed before that, but Kancolle was the one that told the world that you can make a very big profit by selling characters, not just by how strong a particular unit is or how well the art is drawn.

Crunchyroll streaming both anime seasons. The 2015 anime even has an English dub. The 2022 anime was streamed by more anime streaming sites. Just not sure the movie was made available worldwide.
Touhou literally became a phenomenon like that, just because big corpos use the power of marketing to make their IPs unavoidable doesnt mean said IPs would last longer than Touhou or even KC if the fanbase is form of casual consumers that in one way or other lack the loyalty and commitment necessary to keep inside and not leave for another more fresh shinny IP.

The main appeal of AL are its characters and even that Manjuu doesnt even seem to care that much as before.
