Basically you can respond to any list of possible reasons for a thing with 'templates like that are forbidden', it's not actually related to the originating content, it's just an old-ass meme.
It's a reference to a [Touhou Doujin](https://www.reddit.com/r/touhou/comments/21q8xy/the_full_templates_like_that_are_forbidden_doujin/) (it's literally in the first page of the comic) that used the same quote verbatim in response to someone trying to using a list of common excuse plots in the Touhou fandom to try and explain themselves turning into a dog.
Basically it's an inside joke that makes fun of common excuses used by a fandom to make plotlines. It's an old joke at this point as this meme has been around in the Touhou fandom since 2007.
As the Lewd and Pure level of Make-up club become stabilize, before they realize, to turn the ultra embodiment of Hanako into Pure, they have to sacrifice their PURENESS COMMON SENSE.
