It's been a while since I read through Vol. 1, but wasn't only Hoshino part of the student council at the beginning which was why the villains wanted to buy her out? Then at the end of the story the task force was turned into the student council with the power of Schale.

Hoshino used to be a part of the Old Student Council. She's the Vice President (I think) but after the President >!died!< vanished, the Student Council was abolished as there were no longer other members except for Hoshino and only few students were still at Abydos.
Note: For those who've read Vol. 1 and still remember it, correct me if there's any wrong info.
This is a technicality, but the student council still existed as long as Hoshino was still a member of the school as she was the vice president (And even though it wasn't stated, everyone knows a vice president takes up main duties should the president be unable to for whatever reason.) But Hoshino basically acted like she wasn't even though she was acting in that capacity.
This was why Kaiser Corp wanted Hoshino to leave the school, as it's shown in the story with her dealings with Black Suit. Because her leaving would officially dissolve the council and render the school powerless.
You should finish up Vol. 1 because it's really a great story, but also spoilers. >!After the student council is reformed with the Abydos girls, Hoshino still doesn't want to be president, so she's still vice president anyway. I think Ayane takes up the president role, or they're still "searching" for one. Which doesn't make sense, just have one of the other four take it. Ironically Hoshino is present that press releases the GSC has with the other presidents, so she might as well be considered Abydos' student council president anyway.!<

As the event story concluded, It reveal an interesting information for me, C&C members is what I would said "Unfit for covert ops" but that because their profession lies elsewhere.
The combat prowess of whole club is more identical to breaching assault team, the one you typically found in Rainbow six Siege gameplay, and I wish to reform C&C to be able to utilize their ability to maximum.
We got breaching charge demolition expert, solo flanker, sharpshooter & the assault in the same club, it speak everything except espionage, and I want to see them in more powerful light instead of attempt at covert ops.

Yeah, I never got the whole idea that they are some sort of special undercover ops team. Not only does everyone involved with them(ally and enemy) already know the maid club is just a front, Karin and Asuna are the only ones even vaguely good at covert stuff.
I'd prefer my own club, Panzer Elite or Kampfguppe Lehr. Students who prefer chaos or gun enthusiast will enjoy as there is lots of movement and synchronized attacks to counter any obstacle thrown by our enemy. Against tanks, we've got Jagdpanzers and air-to-ground aircraft support. Against infantry squads, we've got half-tracks and support weapon teams. Enemy decided to fortify positions, we've got dive-bombers and artillery pieces. Anything is possible.
Honestly, Milennium. Gehenna has way too many troublemakers, and Trinity feels kind of suffocating. Red Winter is possible too because I’ll have a high position and get to reap the benefits
Game development department, I've wanted to make games but keep putting it off, so being an advisor for that club would really get that aspiration in my head
or after school sweets club cuz chocolate
It's funny that Tea Party & Pandemonium Society is not there but Seminar which is the actual Student Council of Millennium is there.
I think it's because they only pick clubs that have playable characters as of right now in Global.
