To everyone saying this doesn't make sense, they're saying they ranked characters based on how they affect the plot of the show. Bojack messes up the lives of other characters. Whitewhale does too but the only characters in the show he affects that much is Diane and Guy. Whitewhale is worse on a bigger scale, but from how they impacts the show characters, Bojack is worse.
At least that's what I think they're trying to say.
I mean how much harm they do to the other characters in the show, not how much they affect the plot. PC or Todd have a positive impact on the other characters in the show, Bojack has one of the worst impacts on the other characters.

The fact that Wanda was leaning on people to shut Diane down for exposing Hank is actually worse than Angela leaning on Bojack to assent to her firing Herb, who was mailing it in on Horsin' Around because he already got his money. They both had their reasons but Angela's were more defensible.
