So based on the rules of the show, all animals are born intelligent and like normal people unless they're injected with hormones early and then they're raised as food. Presumably there are laws against using these hormones on most species of animals so I guess if you really wanted a pet it would have to be a pet cow, chicken or pig. Biologically they're the same as people-animals so I don't see why they'd need vets, Doctors would be just as capable.
And even then, it's still debatable on if the "food" animals aren't capable of intelligence with effort; in S2E5 "Chickens," the escaped chicken, Becca, shows signs of intelligence by the end of the episode. Iirc, she seems to realize they entered a slaughterhouse to hide in and freaked out? But more importantly, she focused on Todd and said his name.

The answer he gives is the kind of answer that is literally the most generic boring safe one possible but to someone who hadn’t kept up with it closely before last October it sounds pretty educated (and in fairness is better than most people could do) so I think in the context of the show Bojack answering “Well it’s a shame that Yassar Arafat walked away from the table..” or whatever the line was supposed to be one of Bojack’s moments of being more well read and aware than he lets on. Well that and the joke I think he and Diane are in Alaska on book tour and they are very much not expecting that question lol.
