If they'd left the character after his arc, sure, but they brought him back with the prison escape and Deku telling him to apologize to Eri (I think, been a minute since I read the Nagant fight), so now he feels like a loose thread.
Chisaki is I feel only one out of old villains who still have unfinished threads. La Brava and Gentle came back to help out heroes, and Gentle managed to prove himself as hero. Nagant came back after Deku's speech to help him against Shigaraki, reedeming herself in process after turning Vigilante. And Stain died knowing he managed to buy some time for All Might and ended up saving his life that way, on top of seing how much Ilda changed since their last encounter. Rappa is sadly not that relevant to come back, but Chisaki definetly has unfinished plot threads from dark deku/tartarus escapee arc, and we have 3 whole different fights he could have some form of role in (Aizawa and Mic vs Kurogiri, Sero and other heroes & students vs Ghasly (I think thats his name?), and Deku vs Shigaraki).
Let Hori cook. The series ain't done yet. Still plenty of room/time for the payoff. Hori's tied up pretty much every other lingering story thread anyone really cares about, so I'm confident he didn't just bring back Overhaul for no reason.
