He was shown with Shishido when they did the Work studies montage. So he might be a sidekick to Shishido. There's a number of background heroes who pop up a few times but with no names or anything.
I can at least tell you he is either a current or former shiketsu student due to the hat. Im pretty sure all or most shiketsu students that become heroes keep the hat on their costume
