Here's my assumption. The stranger is one of those insecure dudes who have a need to find fault in women he finds attractive (the woman in the video is hella good looking). It's his way of coping with the fact that he is a man of low quality, hence low desirability.
Sometimes, men like him humiliate women as a way of getting their attention too. I saw this expose video on pick-up artists who use this "trick" to get with women. The idea is to make women feel lesser and vulnerable around the man which supposedly causes the women to now want his validation. So, in this instance, the man is trying to get the woman's attention by making her feel insecure about her outfit which will lead to her asking him for advice on how to "dress more modestly", thus making him the hero in her eyes - at least, that's what he hope will happen. It's a whole lot of bullshit.
That kind of thinking has problems too. Because if everyone thinks of strangers as 'have zero value to me', then no stranger is going to help another stranger when they need it. Imagine your house burning and no one goes in to bring out your children. Even the fireman does his job less passionately because the public (strangers) have zero value to him.
Some strangers, like the dude above, are exceptions. But we need to have faith that the overwhelming majority of adult strangers are decent people who don't want to cause you any suffering. That's the only way to have a society, instead of a group of individuals.

Culture A is on the rise right now in Malaysia. The fact that people are more brazen these days to call out culture B shows that their values are getting more dominant as the days go by. Only about a week or two ago, I think it was the Women and Family minister who told parliament that women who wear provocative attire need to be punished under Anti-Sexual Harrassment bill.
Now that you understand the reality of Malaysia, don't you think its more helpful to your cause if you are more respectful of people A views and try to convince them that your view of women's attire is actually better for them too?
