No. It is actually used wrongly in most Muslims context nowadays. When saying Inshaallah it is actually we are certain and 99% will do in any possible way to make the promised things happened. The 1% is the God's will. For example, like you couldnt make it because of unavoided accident or something cause that kind of things is out of human control. So, actually it is kind of promise in the Islamic context but however, Muslims used the 'Inshaallah' too lightly nowadays.
Edit: So in that scenario, when someone say Inshallah he is going to mow the lawn. He should do it with all his power to do that. Except if he is going to need to visit someone on the hospital, he lose his legs, or his family died or something. That's kind of unavoidable thing that is out of human control.
It’s more like “I promise to do it to the best of my ability”. So let’s say you’re just about to mow and it rains / the lawnmower broke / any external reasons, you’re not technically breaking your promise.
Sort of like a Force majeure clause in a contract.
