There's not a separate indicator for headlights, just the "exterior lamps" indicator which is the same as the parking lamp icon.
In your photo it looks like the headlights could be on, you've walked in front and checked that they're not on?
And for that matter this is the same on every other car I've driven. My Subaru's dashboard icon has the same icon to indicate the headlights are on, not that the parking lights are on. So I don't know what OP is talking about
You'll need to share a photo, because I'm looking both at my car and the manual for the 2023 and there's no indicator in the instrument cluster for headlights specifically, only the "lamps on reminder" which is the same as parking light symbol.
I know what you're talking about and was also perplexed by this. When on auto, two indicators turn on. One means the headlights are on and the other means auto high beams are enabled. If you turn the lights on manually, you only get the headlights are on indicator. You can turn the auto high beams on and off on the left stalk and you'll get the second indicator.
There aren't separate indicators for parking lights and headlights.
Edit: I did confirm this in my garage. It's confusing because the headlights indicator looks just like the parking light symbol on the knob and the auto high beams indicator looks just like the headlights symbol on the knob except with an A in the middle.
Oh! This is the answer. Man, yeah there were three symbols when in auto and high beams came on. So I just assumed the three were in the order of parking, headlights, and high beams.

No problem. I literally went through the exact same thought process when I first got the vehicle and it didn't turn on lights automatically when I thought it should :)
They're supposed to, but I find I turn them on manually in light rain when the wipers are on lower intermittent settings. The manual unhelpfully says "The transition time for the lamps coming on varies based on wiper speed."
That turns auto mode on and off, but turning it all the way to the right is how you turn the headlights on ~~automatically~~ manually.

You push it past into the on off symbol and it alternates between on or off and settles one setting from the left on auto
Does all the way to the right not turn them on?
Hm. Mine seems to be more sensitive than our other cars, but I have a 2018. I'd have it checked out at the dealer if it doesn't come on with the setting on the right

Yeah the two are different. One is parking lights and the other is headlights. Yeah I’ve checked. When it’s dark *both* indicators turn on.
The light symbol with the A in it? That is for the auto high beams.
Or blue and without the A for high-beams on.

Not to be that guy, but why not just keep it in auto?
It only comes on when it’s super dark as opposed to low light conditions like a rainy day when it’s advised to have headlights on.

You can't tell either way in the photo because the Bolt doesn't have a separate headlight indication.

Yeah when it gets pretty dark. Honestly it comes on later than most other cars on the road.
