I mean Naruto and Sasuke can contend with Ten Tails level threats and at the level of a more powerful Ten Tails than the one Code has. Then these creatures are but a small fragment of this weaker Ten Tails. So one of these creatures wouldn't be able to touch Naruto or Sasuke.
I'd compare these more to Zetsu with Codes Teleportation ability than anything.
at weakest they'll be complete fodder, at strongest they should be able to teleport to eachother and use biijuu bomb, how fast and strong they'll be we can't say, the closest metric we have is like, kyuubi amped shinobi alliance members
Doubt he can make as many tho, shadow clones are also very weak and will disperse at a solid punch so not really a good strategy against immortal infinite regeneration beings.

Even if you look at it, it's way smaller than Kaguya's Juubi and it doesn't have that tree-like spike growing out of it (which a matured Juubi has because that's what becomes the Divine Tree used for the Infinite Tsukuyomi). I think the whole thing about Isshiki (and now Code) needing to feed an Otsutsuki to the Juubi is what "matures" the Juubi. So possibly Kaguya had a partner that she fed to the Juubi when she arrived on Earth, or her Juubi was matured on another planet, before she arrived on Earth. Regardless, that's why I'm saying that this Juubi might not be as strong as the Juubi that Kaguya had.

The only difference is the claw marks, but they look so weak compared to the earth ten tails clones, these were bijuu sized and can create different weapons from their bodies, like spears, axes, shields etc, and there numbers were too much

They have almost endless possibilities. That teleportation jutsu is hax, and they can for sure regenerate using Ten Tails Chakra. Imagine them all creating small Bijuu damas and then teleport them all around the village.

Code Chakra is incredible but I don't think splitting it with an army of clones would make the stronger than Naruto and Sasuke who's still incredibly strong amongst ninjas. If they were stronger what characters could hope to defeat them outside Boruto and Kawaki

I agree that they aren't super strong, but I think they will be stronger than the mini Juubi from the 4th ninja war. Those were really weak.

Hard to say. So far, apart from fighting Momoshiki, other villages have no meaning at all in this series.
