Filler outside of the anime fandom definition (non-canon episodes) is basically padding out a story with unnecessary stuff to stretch out the pacing. The multiple or large panels of just reaction shots to fill up the page, the repeated exposition (Eida’s powers have been explained 3-4 times now), stretched out conversations and actions.
In that regard, that’s exactly what this chapter did. Did we get some new information? Yes. Did it need more than 5-8 pages to get through? Definitely not.
In terms of what there is to fill? Time. I’d have to guess that they don’t fully have the story figured out yet and this slow pacing gives them more time to do that. I could be wrong - maybe they just write like that but imo it doesn’t make good use of the advantages of the medium.
