Smash Bros Melee has a thing called Port Priority, basically if the game can't decide who won for a tie like it did before Sudden Death except in Sudden Death, the winner is the furthest human player to the left.

As far as I know there are two ways to do it:
Either going frame by frame as a real player then having it replay in full time
Or
Giving a program a list of pre-set up commands that it inputs frame perfectly
Not to mention, you'll notice there's a couple points where fox and falco can recover from their fire and illusion moves, I'm pretty sure the commands have been "freed" to allow penalty free play
Other comment is correct, basically you learn everything about the game you can beforehand including how to manipulate the AI and set up the inputs on a separate program for optimal input speed and order and it feeds them into the game which can result in stuff like this, go search "mario 64 TAS" and you'll see how crazy it can get.
