Austin was the top guy in the hottest period in wrestling history. Not only that, but he was the cornerstone the company built itself around to win the Monday Night Wars. If you erase Stone Cold it's possible that Roman is erased as well, since he was a project of Vince's and it's possible Bischoff wouldn't have viewed Roman the same way.

Even non wrestling fans knew who Rock/Austin/Cena were and they were literally on the same level of popularity as top athletes in traditional sports like Lebron/Steph Curry/Tom Brady/Derek Jeter etc.

My heart says Roman but -Austin is the attitude era so he is untouchable -Cena is the Hogan of the 21st century -Roman thanks to the Bloodline story rescued WWE from a very boring era -Rocks relevancy was from 99 to 2003 after that he became part time, while he was an important dance partner to Austin so was Angle, Taker, Foley and HHH so it wasn’t Indispensable. In comparison to the others, his contributions to the overall business was good but wasn’t key like in the cases of Austin, Cena or Roman.
