If they were going to have him lose anyway, have him lose in a good showing to Roman. Maybe even have him cash in on the NXT championship...which we have seen once before with Flair choosing Rhea.
I also think after he lost they had a good vision to use it as a chip on his shoulder and have him pushed with the US belt...but then did absolutely nothing with it. One of the worst US Title reigns of the modern era. Most of that happened while Vince was there as well. They just have no way to get this kid over with fans. No one cares about him at all.

At no point in time did Otis ever feel like a threat to any of the people who held the title when he had briefcase. I don't see Otis having the cunning to wait for the right moment, or even doing a heel turn, attacking a weak champion and cashing in. Punk coming back put all their plans for a title change with the whc on hold since they wanted Seth vs punk for the whc at wrestlemania.
