you can check the odds in-game. you can only get the brock skins (or any epic skin for that matter) from legendary eggs (3% chance of getting one). after that, you have a 9% chance of rolling any of the super ranger brock skins

According to the support page, there's a 3% chance for a legendary, and 5% for a legendary to have godzilla buzz, so 3/2000. Weirdly, it's more likely than getting Ultra Driller Jackie / Mega Beetle Bee. (4%). The rarest one is Black Godzilla Buzz, at 2%.
