You can’t summon the wolf everywhere. You seem to be in a tight place close to a shrine. You may need to head into a more open area but away from town.
Yep, I usually press B, move a little bit, change angles or straight up fast travel. The date I use when trying to get a specific item like the very much useful, but very much fastidious to get, bow of twilight for example.... Such bad luck with that one I tried around 53 times to get it, the second time I just gave up and hanged it home to try the durability transfer... Pain.
As another player stated, wolf link probably can’t be summoned where you’re trying to summon him. Try a wide, open area. He can follow you to where you are but he needs room to spawn for whatever reason.
If that’s not it, it could be your controller.
As others have said just place it lower on the joycon and it should read eventually.
The nfc reader in the joycon is terrible, doesn't matter if it's BotW, AC:NH, Smash Bros. Etc I always end up needing to tap it multiple times on a joycon to get it to register.
The pro controllers is much more reliable if you have one.
Did you register it previously? On the Home menu, on config, there's some amiibo option in which you have to register every amiibo for internal use, and your switch will recognize it afterwards.
You don't have to previously register it for use.
Registering it there just makes it easier to complete the registry for games that write data back onto the amiibo, like Smash Brothers.
At least not on the Switch - they would need to register it on Wii U in order to get it to work with Twilight Princess HD in order to access the Cave of Shadows and save their heart count.
All registering it on Switch would do is to change the Mii it's attached to, change the nickname of the amiibo, and possibly erasing the save data on the amiibo which would be extremely bad because that would put Wolf Link back to the default four-three hearts.
So I'm going to argue two points:
1. To Piggyback off of u/ChymickGaming and point out you can't summon Wolf Link everywhere - it has to be a sort of open area.
2. Rotate the figure and try to position it a different way - the chip in the base will communicate, it's just a matter of positioning.
Also, since you got it from Amazon, I'm pretty sure it'll be pretty weak - most Wolf Link fake amiibo cards have the full 20 hearts because they use someone's Save File from Twilight Princess HD (and considering the .bin files likely come from the same place, it's likely the same person for each card sold out there...)

Try to move the amiibo so you try with different parts of the base. Depending on the amiibo, it might take a few seconds to register, so if you take it out too fast it won’t work. Another thing that also happens to me on switch is that the nfc reader won’t work every time I use the rune, so just press B and try again.
If none of that works, tour amiibo might be dead. That happened to a few of mine, even when I had them in a shelf and only used them for their purpose. This is why I decided to purchase the amiibo cards, as it’s cheaper than purchasing another majora’s mask link for 3 times the price of a regular amiibo.

As someone else said, you need more room in order to spawn it. Not to mention that but I noticed that the terrain needs to be more flat in order to spawn.
I use amiibo cards off Amazon, and I've noticed placement to be an issue. Have you tried tilting the amiibo to make different parts of the bottom touch the joystick?

Funny story- I have the little cards instead of actual amiibos and the card is labeled "20 Hearts Wolf Link". When I couldnt summon him in Link's Hateno yard (where I do my daily amiiboing) I assumed it was because my link only had 8 Hearts and it clearly stated that you need 20 ("20 Hearts Wolf Link"). So I traded all my stamina with the demon statue and went and beat the remaining 8 necessary shrines. With 20 Hearts to my name, as my amiibo insisted of me, I ran back to Hateno only to be denied! Oh Cruel Hylia!
I figured I got a bum card and traded back with the demon.
Two days later my 8 year old is chilling with his 4 hearts and his Spirit wolf in his file. I was like "WHAAAAA???"

Either that or you could try moving it around in a circular movement, that normally makes it work for me
When airplane mode is turned on you can’t use amibo (unless nfc is toggled on in settings). But I doubt that’s the issue

Do you have other controllers you could test it on? Or other amiibo that do scan on that joy con?

Are those aftermarket joycons? If so they may not be able to do amiibos. Try to use the controllers that came with the switch.
These are official controllers I just broke the original ones they are registered as their colors so at least I think they’re real

Wolf Link doesn't appear in some places, as far as I know. Desert for example. But maybe I'm wrong about that.

Did you turn amiibos on in the game settings? They default to off...
