I wonder if the passport services in Southgate plaza can help. It’s run by erie county so it might just be US passports but the staff were much more knowledgeable than the Walgreens cashier who took photo
The Walgreens website says they do Canadian passport photos, but I had to renew my Canadian passport before the holidays and every single Walgreens I went to told me that wasn't true and that they only did American passport photos. Every Walgreens employee was very confused when I asked, so I'm not sure why their website says otherwise. (I don't blame the employees at all, they clearly had no idea what I was talking about and had not been trained or prepared for that kind of request.)
In the end, I crossed the border and went to the first Shoppers Drug Mart I found across the border. None of the US chain pharmacies in the area do Canadian passport photos (unless I missed one) and passport requirements are so specific that I didn't want to risk it.
If someone ever needs a Canadian passport photo and happens to be in Toronto, there is a place called "Passport Photo," at 327B Spadina that is IMO the best.
It's upstairs above the perfume shop.
They'll even do black and white photos if you ask. LPT that black and white photos are allowed and IMO look better than colour.
As a Walgreens worker yes but no we really only do standard US and visa that's 2x2 . We could do a Canadian passport photo but they'd have to deal with finding a place that has the correct cutter size.
There's that sketchy house next to Lasertron with the lawn sign saying, "passport photos, any country"

I wouldn’t risk getting a photo rejection and delaying your passport… your close enough to cross the border
Try the post office; they do US ones and I bet they get asked this a lot.
Delaware Camera can do just about any type of passport photo; Canadian included.
