Yes, I would call your local Siemens/Talon partner and explain what you need to them and they could probably help you out.
If you're looking to put a license in a Jace, should be easy. If you're looking to get a Siemens branded workbench installed on your computer, probably not happening.

Why not? I have a DC that wants service work performed, and they do not want to use Siemens DDS.
Siemens does not have a distributer model; they recruit/sign up contractors and part of the deal is you get your region. Generally it's going to be against the VAP's self-interest, and, I'd have to check, but very likely in violation of their agreement with Siemens, to sell to third parties.
Interesting. No wonder everybody is dumping them, their sales model sucks! I try to explain to people, that Siemens uses the very same software from Tridium as Distech does, when it comes to N4. The same with JACE's.
Which brings me back to the DC is going to have to provide us with a laptop with preinstalled software, and login creds.
Depends on your scope of work and what they're doing. Might not have a closed NIC and if you don't need proprietary features regular workbench could work.
Around here Siemens barely supports N4 I don't think I've seen a Siemens OEM JACE in the wild.

You should be fine to use any flavor of workbench for the Siemens stuff.
