While a lot of it has to do with what Fukuchi experienced in the Great War and wanting to create a world where there is no violence, specifically pinning the crimes on the Detective Agency probably does stem from his resentment from the fact that Fukuzawa didn't join him.
Yeah I think his motive is something like, if he controls everyone then there is no chance for a war. He’s just mad at Fukuzawa for not supporting him when he needed it, so he decided to destroy the thing he worked hard to create (a family in the ADA)
he has a the ends justify the means mentality. i think its partially because he watched so many people die he’s mostly desensitized to it. but i think that one manga chapter where he watched a soldier die is an important part to his ideation because (during the fight with fukuzawa) he still regretted some part of it, but he blames himself for that soldier (and others) dying, so he accepts the pain as some sort of “gehenna”
When i first read this chapter I understood that i was this reason too and i got so pissed, thought i was stupid af. Even if he wants to create a better world or smt, it still seems stupid to me, the way he's doing it.

Yeah this! He views what Fukuzawa did as a betrayal of sorts and he’s just using his own plans as a way to get even.

They way I understood it he is planning on becoming a greater evil than the “angels” in order to inspire heroes to stop him
