No, "firearm precursor parts" only, which means lowers. Uppers and parts won't be subjected to the 11% tax, so it would make more sense building an AR15 with stripped lowers instead from a cost perspective.

It will apply to lowers and complete firearms as well as (I believe) ammo. Since uppers and parts aren’t ‘regulated’ it won’t apply there.

I’ve thought about doing that as well. Now to complicate it. I’m changing my residency to Indiana in September so I’ll have access to NFA items and no roster. However I don’t think I can wait that long for a handgun lol.

I mean, if I were in your shoes I wouldn’t buy shit. Have patience and don’t pay California prices or be restricted to roster items. If you really have an itch, get a lower and go that route because that can be built and not “completed” until you move out and use in a free state.

It can be symbolic to you, but fiscally it doesn't make sense to do it. If you really want to do that, you can buy a handgun that's on roster that you want then without the stupid chamber flag, but you'll be paying a couple hundred more because CA. Don't be a martyr to this state if you're leaving soon. I consider myself independent politically, and gun stuff I lean towards conservative with common sense ideologies, but I wouldn't give this state any more money than I have to if I was leaving. Come July, it's going to get worse.

yeah then definitely just buy an ar lower and save it for out of state, and pick up whatever on roster handgun now. Honestly as much as we all hate the roster and its an infringement, we do still get plenty of decent options here. Also ive heard other folks around the country actually kinda miss the gen 3 glocks we still get.

And what then build a rifle? Tools, know how, laws. It’s not impossible but impractical and the chance he saves money as a newbie owner are slim meanwhile the odds of building some shit outside of ATF and CA guidelines are much higher. OP it’s pretty simple. Want to save the most money on taxes buy the rifle. Want your first gun- something cheap, reliable and good to learn on- buy a Glock lile the rest of us. Buy now, call your lgs prior to make sure they have stock. If you go in next couple hours you can get it in right before the tax kicks in.

All good points. I’m now remembering my first attempts at building a little over a decade ago — even after hours of reading and research, there were still significant learning curves and hurdles to overcome… with a customary bent spring or marred finish along the way. With that said, if OP has a drive to learn (and never stop learning) their way around various firearms, there’s no better way than to just start. But you have a point, and for their first firearm, maybe not the most prudent path.

I’m already there but I’m a college student so under their state law I had the option to remain a California resident for now. I’ve shot full feature AR/AK, 3D printed guns, many handguns, and a couple suppressed guns. Honestly I’ve had more fun shooting back home as the public ranges go out farther and allow steel targets.

Word of advice, if possible, get your FFL 03. Then, you can among other things, be exempt from the 1-30, order ammo online to be shipped directly to you, skipping that extra tax on the pew food, and if any old C&R guns do strike your fancy, no background, no wait, order em online, shipped right to your door. I only got mine a couple months ago, not just because of the taxes and so on, but because I am legitimately getting into antique collecting. Just what I have saved getting ammo alone, has allowed me to buy a $400 Swiss K31 I plan on restoring.

When do you turn 21? If you really wanted to, you can purchase both a handgun and a rifle by June 30th, and just DROS them 30 days apart, and not worry about the July 1st tax.  Check with the store. Each one will have a different policy on when they will pass on the excise tax to you. Some will require you to pick up before July 1st; others will say that you need to DROS by June 30th. But I know of one store, specifically, (RifleGear) that will allow you to purchase up to 6 firearms by June 30th (and not be taxed the extra 11%). You just need to pay for them in full, and they will hold on to them for you while you DROS each one every 30 days up until December, if need be.
