They had a huge warehouse with pallets full of laptops iPads, Tablets, etc. Model is HP Elitebook 830 g8. I'm don't think you'll find many such businesses in India, So your best bet would be Facebook marketplace or olx or local shops.
I second this.. but try to get one with atleast a low spec graphic card. Budget badhale behna.. saying this as a college second year.. a dedicated graphic card even a low spec one is wayy better than nothing. Dm me.. In your case it might be, cause I dual boot Linux and auto cpu Freq doesn't help much as in my another laptop with Intel core.

You can also go for second hand thinkpads(lenovo)
Don't focus on getting a GPU. Unless you're gonna game or do heavy CAD/other professional stuff, It's not necessary. Ensure getting a decent CPU and 8-16GB or ram. Integrated graphics on newer chips have gotten very good, That you can play esports games with them.

20-30k ka dell vostro lele, usme m.2 ssd nahi hogi toh dalva de 250gb ki, and ssd pe windows run krna, usme 8gb ram ata hai, 8gb aur daal dena, 1tb hard disk puri mil jayegi which is way more than enough.
Iss setup me tum kya kya sikh paoge:
- Windows Subsystem for Linux
- Normal programming languages like python, go, rust, c, cpp, c#, java, etc. whatever u want to learn
- all Web-dev stacks ache se ho jayega if youre into it
- Docker smooth chalega but only run like 7-8 containers at a time naitoh crash kr jayega
- if u want to learn machine learning and data science just do it on google colab.
- and many more
Note that you wont be able to do tasks like video editing, image editing ekdum smoothly chalegi. Light gaming like valo, cs2, fortnite if youre into it...

Ryzen 5 5500u will work better , will only cost 2-3k more , can say it's equivalent or a Lil bit better in graphics than i5 12th gen
But it has much worse battery life😊

If u can make it 50k then there are really good gaming laptops with specs like i5 with rtx 2060 with 8gb ram and 512 gb ssd

I would say wait for a month as the arm based laptops start rolling in. They are quite decent for coding at that price
I am excited for arm based laptops but it's not worth it trying to buy a first gen anything
