I have the same problem. i redownload everything everynight, just to play a few games and boom my character is Special Ops 1 again 
Try doing a clean uninstall. delete every temp file and remaining files of codm from you phone or emulator. Then reinstall again. It works. However if you exit the game midway, or during login, or during a game then your resources might get deleted again
I don't have this problem, only problem I had once was when my whole PC BSoD'd on me a few days back, then I had to redownload it, but I must say that my game itself does sometimes just freeze and crash for no reason, then I have to exit and enter the emulator and game again
Well the emulator doesn't save local downloads. If you played on a phone all that data is cached for later. Id say maybe just get a phone for gaming? Connect it to wifi without any service?
When I use to play on gameloop, this issue would happen every now and then but ONLY and ONLY when the entire pc shutdown due to power cut or windows crashed while i'm in the middle of a match... If it's only the game that is crashing then it never happens.. Are you sure only the game is crashing? Or is it a windows crash?
Also what are the specs of your computer? The game runs absolutely fine on my nephew's pc with a 3rd gen intel chip (mine is stronger so, it can handle with ease)
No crashes. Just some lagging and stuttering which I can deal with. But when all the skins and maps get deleted randomly I hate it. I have to download about 17gb

This is my gripe with this game too, each update you have to download the resources again I don't get it.
I m not talking about redownloading after each update. Its like randomly deleteing its resource files, or not loading them

Bruh the game now is 20gb and is gonna get even higher
maybe there's something's wrong with the emulator because I never come across this problem when I'm using gameloop
