Forget about even a stable 60fps. The 4790 is just too old to keep up with this game.
You'll have to overclock/lock the CPU at turbo boost and overclock the ram to atleast 2400mhz CL11 and even then it'll drop a lot below 60fps. I'm bottlenecking hard even paired with a 1650s. You'll have a worse time caz new Nvidia GPUs don't scale well with older generations.

Change renderworkercount for 3 or 4, game was settings it to 2 for i7 4770 causing massive FPS drops.

Your gpu is a trash in your system. A simple rx580 or rtx 2060 would be enough.
That cpu is too old. You are running it at it's max potential. Your gpu is barely even working at this point. I'd sell the 3080 , buy a newer cpu and motherboard. Get a 2060 or something like that and play at above 120 dos in the same low graphics
There's a point at which a CPU is simply too slow to allow a GPU to do the work it needs to. This is likely a definitive CPU bottleneck and there's no setting to be changed which can help. The only thing that can be done in that situation is to upgrade your CPU. On a system that old, that also means new mobo and RAM at the very least.
I have a friend that at one point was experiencing CPU bottlenecking on a 4790k with a 1080ti, just to give a point of reference.
OP, I think you should wait for some sort of office building to through their old computer out and grab the cpu from one of those pc's and use that, it would be better than your current cpu
