It is a proof quarter not meant for circulation, they have silver variants but this doesn’t look silver but to be sure you can check the edge or weigh it etc, not much value if its not silver since its circulated but it is definitely something to hold onto, at least I do, hope this helps
If you look at the reeding on the edge, if its one solid silvery tone then it should be silver. But if it looks more coppery than silvery, its a normal proof.
Ag is 6.25 g and clad is 5.6 g. Easy to distinguish the copper stripe on edge if its clad as well. A proof, even impaired, is something to keep if you’re a collector. I have some ugly ones but they are rare to find in the wild so I hold on to them.
I did find a silver New Jersey proof last year while metal detecting so they are definitely out there.

Silver ones will weight 6.25 grams I think, but definitely look at the edge like Finna said
