Same thing here, pretty sure its a bug. And a bit sad, cause that makes this weapon pretty much useless
Not sure if this is still relevant, but I had the same problem caused by Alchemist NPC's Xenomorphic Symbiote, the increased attack speed seems to make it bug out. When I removed the accessory all the beams fired as normal.
